VKU Proposes Cost-Efficient Restart of Germany’s Energy Transition

The Association of Municipal Utilities (VKU) has outlined proposals to increase the cost efficiency of Germany’s energy transition.

A BDEW, VKU, and Deloitte paper estimates €721 billion in funding needs by 2030 and €1.2 trillion by 2035. VKU advocates stronger grid integration of renewables, co-located storage projects, and ending subsidies for rooftop PV and agri-PV. It calls for a new funding model based on electricity price signals.

VKU suggests increasing grid utilization and prioritizing storage at co-location sites. A proposed energy transition fund with government backing would mobilize private capital. SPD's Nina Scheer criticized subsidy freezes for rooftop PV.

Germany’s Coalition Plans Electricity Price Cuts and E-Car Subsidies

Germany’s likely next coalition, led by Friedrich Merz, plans to cut electricity prices for households and businesses by at least five cents per kWh. Proposals include reducing electricity tax to the EU minimum and halving transmission fees. The coalition aims to expand renewables, support electric cars with new purchase incentives, and decarbonise industry through quotas for climate-neutral products. Plans also include building 20 GW of gas-fired plants by 2030 to stabilise the grid. While maintaining climate targets, environmentalists criticized the plan’s lack of ambition on emissions cuts. The coalition targets a final agreement by mid-April.
